Position Overview

This position is assigned to our Donegal Construction NY location and is responsible for monitoring and evaluating bid opportunities, reviewing project specifications, preparing quote packages, and coordinating engaged projects from origination to scheduling, execution, and invoicing. Projects may be somewhat routine to complex in nature. Serve as a mentor, advisor, coach and trainer to non-senior level Estimators/PMs.

Essential Job Duties

  • Develop and maintain effective working relationships with our internal and external stakeholders, sub-contractors, customers, vendors, and related partners ensuring a strong and consistent pipeline of projects exist (both confirmed and prospective).
  • Actively solicit and respond to bid opportunities across assigned geographic region; frequently monitor upcoming public and private bid opportunities.
  • Partner with key internal members to understand assigned market competitive landscape, costs (including inflationary expenses), historical unit-price data points, etc.
  • Implement a standardized approach to every bid that ensures:
    • A methodical evaluation and analysis of bid specifications is conducted, including plans, scope of work, related drawings, production rates, profitability margins and other key factors
    • Proper price increases are passed through (as market allows)
    • Avoidance of low-margin volume that erodes returns and strict adherence and accountability to service line gross margin targets
    • Average actual gross margin across all projects is within 5% of estimated gross margin.
    • Formal bid review escalation when pricing falls below thresholds
  • Actively participate in bid reviews prior to quote package issuance for more complex projects.
  • Prepare and distribute quote packages to clients and ensure such packages are recorded/retained in an organized manner. Effectively track status of bids and proactively follow up with clients to maintain ongoing communications and updates.
  • Implement value engineering (VE) practices on projects that could be value engineered (e.g., constant depth milling vs smooth ride, County Standard Milling project cross sale CCPR). Identify revenue increases and cost savings for each project, without compromising project scope or quality. Incorporate VE ideas early in the review process to make bids more competitive. Post-award, leverage customer relations to assist with getting VE approval with owner.
  • Thoroughly review contracts and sub-contracts and determine necessary action.
  • Collaborate with Donegal PA members and other commercial team across the SurfaceCycle portfolio of companies.
  • Maintain customer information and ensure timely opportunity and bid updates in company’s CRM system.
  • Partner with operations team (Operations Manager, Superintendents, Foremen) to coordinate scheduling, preparation, and implementation of numerous construction projects on a daily basis.
  • Visit local job sites as needed and effectively interact and communicate with contractors, customers, etc.
  • Investigate, document, and address any variances exceeding 5%, including root cause analysis and corrective actions to improve future outcomes.
  • Leverages internal administrative support personnel to supplement scheduling efforts on a proactive basis. Helps facilitate the crafting duties to ensure a structured effort.
  • Monitor job progress, resolve challenges/conflicts, and maintain professional communication between customers, inspecting authorities, employees, and other key stakeholders throughout the entire job process.
  • Create invoices with all relevant job details, change orders, etc. and ensure timely entry into ERP. Work with assigned internal resource(s) to manage questions related to customer payment remittances and any related variances.
  • Maintain effective working relationships with internal and external stakeholders, sub-contractors, customers, vendors, and related partners ensuring a strong and consistent pipeline of projects exist (both confirmed and prospective).
  • Exhibit an ongoing commitment to quality by evaluating processes, recommending improvements and implementing changes to continually meet and exceed client expectations.
  • Stay abreast of market conditions, competitor pricing, economic conditions (including supply chain) and other macro factors. Attend industry related events and leverage business development opportunities.
  • If applicable, supervise other Estimator / PM positions. Provide effective training, coordination of duties, mentoring and managing of work performance.

 

Required Knowledge, Skills, and Abilities

  • Ability to bring an existing, transferable book of business within industry/market strongly preferred.
  • Proven track record of generating revenue through an existing client base.
  • Bachelor’s degree in construction management, engineering, or comparable field or equivalent experience.
  • Minimum 7 years estimating experience in asphalt, concrete, or similar field, including experience as a sub-contractor.
  • Prior management of more junior level PMs/Estimators preferred.
  • Proven effective project management experience; direct operational experience managing construction crews preferred.
  • Highly organized with extensive detail orientation.
  • Ability to work effectively and efficiently in a high-pressure environment with competing priorities.
  • Strong technical skills including Microsoft Office applications.

Position Overview

POSITION OVERVIEW:

The Ground Crew / Laborer role will be assigned to our New York operation and it is responsible for providing physical labor on construction sites by assisting the Foreman on monitoring the ground functions of Company equipment. This position may also be responsible for water support and driving/ operating water trucks. Laborers are required to assist co-workers in a safe and appropriate manner.

It’s not uncommon for our Ground Crew / Laborer roles to grow into an Operator role within our organization, so this is a great entry level skilled labor job opportunity.

Essential Job Duties

ESSENTIAL JOB DUTIES:

  • Controls and actively participates in labor related activities on job sites during various stages of the project to ensure the accurate completion of the project.
  • While on a job site, responsible for appropriately marking manholes and water valves with spray paint to be avoided by the milling machine.
  • While with a milling machine on job sites, responsible for:
    1. actively communicating with the employee operating the machine;
    2. ensuring the milling machine is clear of any debris or objects it could potentially hit, including remove millings that could hinder the operation of the machine;
    3. assisting with changing carbide teeth in milling machine drum;
    4. greasing the machine; and
    5. maintaining the correct cutting depth.
  • While with a clean-up crew on job sites, responsible for assisting equipment operators to ensure loose particles are removed from the milled and roadway surfaces using shovels, brooms or other methods to achieve a cleaned surface.
  • Other duties include helping with traffic control set-up and taking down and tending a slow/stop sign to maintain safe public and worker travel through the work zone, loading and unloading equipment (including equipment from trucks), shovels dirt, gravel, and other materials.
  • Performs work with all hand tools including but not limited to pneumatic or traditional hammers, drills, impact guns and grease guns.
  • May operate a variety of heavy mechanical equipment that requires technical expertise or specialized training.  Heavy mechanical equipment to include but not limited to water trucks, milling machines, backhoes, skid steers, and broom tractors in a safe and efficient manner.
  • Assists and/or performs daily equipment inspections and safety checks to identify hazards, defects, necessary adjustments and repairs.
  • Assists and/or performs routine maintenance, including changing cutting edges, changing oil in milling machine, changing broom cores, etc.).
  • Advises the Foreman of any requirements for maintenance or repairs.
  • Ensure Company machines, equipment, vehicles, and tools and washed, cleaned and securely stored.
  • Responsible for informing management of any safety concerns; adheres to safety and work performance standards to comply with OSHA, company and other agency regulations.
  • Maintains ability to travel up to 100% of time to various job sites, possibly including extended overnight stays.
  • Maintains regular and punctual attendance.
  • Complete special projects as required.

Required Knowledge, Skills, and Abilities

REQUIRED KNOWLEDGE, SKILLS AND ABILITIES:

  • High school diploma or GED equivalent.
  • General understanding of heavy equipment operating companies and related safety protocols.
  • Valid driver license strongly preferred; CDL (Class A, B or C) preferred; acceptable motor vehicle record preferred.
  • Effective communication skills.
  • Ability to engage in heavy manual labor for extended periods, in all types of weather and under various working conditions.
  • Ability to work long hours outdoors and will be on their feet all day while either walking or standing.

POSITION OVERVIEW:

The Operator position serves as a key participant in the interaction between the Company (and other crew members), other contractors and our customers. The position is responsible for operating a variety of equipment in a safe and efficient manner, including milling equipment and other related machinery. · Interacts with customers by way of introductions at the beginning of a job, answering questions, responding to customer requests, making reasonable changes to the plan, and providing a walk-throughs as necessary.

· May guide and direct activities of Ground Crew / Laborers and other assigned crew members ensuring jobs are completed in a safe, efficient and cost effective manner.

· Performs daily equipment inspections and safety check to identify hazards, defects, necessary adjustments and repairs. Diagnoses, and corrects malfunctioning systems, apparatus, and/or components using appropriate testing equipment and/or tools.

· Performs routine maintenance, including greasing the machine, changing cutting edges, carbide teeth, changing oil, air filter replacements, etc.).

· Reports non-routine problems and/or repair requirements to Foreman, Superintendent or Shop Manager/Mechanics.

· Creates and maintains a positive work culture.

· Ensures compliance with the Company’s policies and procedures.

· Actively participates in safety/incident investigations, completion of first reports of injury, workers’ compensation claims management, modified duty assignments, etc.

· Maintains ability to work overtime, nights and weekends particularly during the high season.

· Maintains ability to travel up to 100% of time to various job sites, possibly including extended overnight stays.

· Maintains regular and punctual attendance.

· Complete special projects as required.

Required Knowledge, Skills, and Abilities

REQUIRED KNOWLEDGE, SKILLS AND ABILITIES:

· High school diploma or GED equivalent.

· Working knowledge of heavy equipment, processes, and safety protocols.

· Valid CDL (Class A, B or C) and acceptable motor vehicle record preferred.

· Knowledge and understanding of Department of Transportation (DOT) and current OSHA rules and regulations and ensuring compliance with these guidelines.

· Ability to engage in heavy manual labor for extended periods, in all types of weather and under various working conditions.

· Proven effective oral and written communication skills, job planning skills and mechanical aptitude are a must.

· Ability to work long hours outdoors and will be on their feet all day while either walking or standing.

· Ability to work Monday through Sunday and overtime as required (including irregular hours, out of town work, overnight stays, weekends and holidays).

· Demonstrated skills in the care and use of hand and power tools employed in all phases of heavy equipment mechanical maintenance and repair work.

· Reliable work ethic; regular attendance is required.

· Ability to establish and maintain professional relationships with individuals of varying social and cultural backgrounds with co-workers, vendors, and subcontractors at all levels.

· Ability to maintain confidentiality regarding all departmental matters.

Working Conditions and Physical Demands

WORKING CONDITIONS AND PHYSICAL DEMANDS:

· Must tolerate working environment with outside temperatures that include excessive heat, cold, wind, and precipitation.

· Must be able to work outside, around moving objects, vehicles, and machinery with moving parts.

· Must be able to push, pull and lift up to 75 pounds to an overhead position.

· Must be able to stand, walk, kneel, bend, and twist body.

· Must be able to stand for long periods of time.

· Must be able to use both hands and demonstrate good hand-eye coordination.

· Tolerance to sounds and noise levels that are distracting or uncomfortable.

· Potentially exposed to contaminants, such as dust or fumes from exhaust; frequent exposure to hazardous equipment.

· Occasionally work in very bright or very dim lighting conditions.

· Are sometimes exposed to hazardous situations that produce cuts or minor burns.

· Occasionally are exposed to whole body vibration, such as when using a jackhammer.

· May need to work in tight/confined spaces or work areas.

· Must be able to regularly wear personal protective equipment, including hard hats, safety goggles, safety vests and/or ear plugs.
